The project site is divided into two functional zones of equal overall size: residential area and public and office area.
The residential area is filled with U-shaped buildings, their three-sided courtyards and rooms for daytime use facing south and east and looking out over the projected boulevard. Such arrangement protects the residential buildings from the prevailing winds.
The side facing the Passenger Port is comprised of office buildings and hotels, which are mostly six stories high. Separate towers are linked by a common podium and a slab-shaped floor at 22.5 meters. This floor contains restaurants, cafes, bars, conference rooms, etc. The panoramic windows open the spectacular view of the port.
Office buildings and hotels frame the harbor like a magnificent colonnade, thus, serving as introduction to the classic view of St. Petersburg, which travelers arriving by sea are about to see next.
At 5 meters above ground, between the public and residential zones, there are pedestrian streets – promenade with shops, restaurants and other leisure and service venues. These one-kilometer-long streets, together with the slab-shaped floor, form a single system of public spaces of the project area. The  apartment hotel towering over the pedestrian street in the west protects it from the winds blowing from the gulf.
